CPSC eFiling

Here is everything you need to know regarding The Consumer Product Safety Commission (CPSC) eFiling program’s mandatory requirements, which begin July 8, 2026. 

What is the CPSC eFiling Program and how does it impact importers?

The eFiling program updates how certificate data is presented for CPSC review, not which products are subject to existing safety, testing, or certification requirements that have been in effect since 2008. The new requirements create a standard electronic process which will expedite U.S. Customs review and improve product safety compliance.

Importers are responsible for product certification and the electronic transmission of specific certificate details. There will be two eFiling methods:

Full PGA Message Set – The submission of all seven certificate data elements at the time of entry. This is best for:

Importers with low volume of regulated products

Products that are not repeatedly imported

Required data elements for “Full PGA Message Set” includes:

Product identification/description

Identification of each CPSC product safety rule to which the product has been certified

Manufacturing date

Manufacturer information (name, address, contact)

Date of most recent CPSC compliance testing

Testing laboratory Information (name, complete address, contact)

Importer’s record-keeping point of contact

Reference PGA Message Set – The submission of three certificate identifiers linking entry to established CPSC Product Registry database. This is best for: 

High volume importers

Repeated imports of identical products

Required data elements for “Reference PGA Message Set”

Certifier ID – importer identifier

Product ID – SKU, UPC, model number, etc.

Version ID – updated for retesting, material changes, or edits 

CPSC Product Registry is open to all importers. We highly recommend importers begin their product certificate database via the CPSC Product Registry before it closes.

Access to CPSC Product Registry prior to July 8, 2026 will close once the 2,000-participant limit is reached.

The registry allows importers to securely enter, store, and manage Certificates of Compliance for regulated consumer products.

The use of the registry enables certificates to be created once and reused for multiple shipments of the same product.

The registry is NOT connected with ACE, but instead provides importers and their brokers with specific certificate identifiers used for eFiling.
